Core touch menus can be published to sites from the Touch Menu Listing screen and clicking on the Publish button.
A dialog screen will open and allow you to select a scope of: All Stores, Selected Custom Groups, or Selected Stores.
You can also choose to publish individual menus by simply use the ctrl key and highlight all the menus that you want to select and then click Publish at the top of the screen.
