If you are enrolling users for the first time on an empty system, you will not be prompted for verification. Also, everyone will become an Enroller. If there is a manager in the system, you will have Manager Status to enroll a user.
To start the enrollment process, you must first identify yourself. To do so, go to “Enrolling a New User with Fingerprint & Password” to learn how to enroll yourself first so you can then become comfortable with how to enroll others as well.
